Why does drainage matter so much on the Clifton Hill fall?

Clifton Hill sits high, around 32 metres, and drops away toward the Merri Creek and the junction with the Yarra at Dights Falls. That fall has to be caught and directed or it finishes up against a terrace wall. The basalt clay under most of the suburb has almost no sand or silt in it and lets water go slowly, which only sharpens the problem. We solve levels and drainage first, then build.
